I was going to avoid the new Urban Decay Vice Special Effects Long-Lasting Water-Resistant Lip Topcoat as I'm not into liquid lipsticks in general. Then I saw Fever and it was soooo damn pretty. Details per Sephora:

Fever is described as a pink-red with green 3-D sparkle and shift. It's more of a peachy pink with an intense teal sparkle. It reminds me of a discontinued MAC Lipglass-Flurry of Fun from their Summer To The Beach Collection. I loved that Lipglass to death and nostalgia over took me so I grabbed Fever before I had time to think about how I don't like liquid lipsticks. Color wise, I absolutely adore this shade. It's also prefect for Spring ans Summer. At $18 it's reasonably priced and the pearly cap is very pretty.
This applies as a thin liquid and dries down to a matte finish. I tried this by itself hoping it would be hydrating enough like a matte lipstick. This is drier than a matte lipstick, it has pretty much no moisture to it. It's not good alone. I then layered it over different textures of lipsticks-matte, satin and even a Fresh Lip Treatment balm. This is better over a lipstick. Even a matte lipstick provided enough moisture.
I loved this the most over Fresh Nude lip balm and Estee Lauder X Victoria Beckham Brazilian Nude. It really pops those nudes into a new level. The only cons of wearing it over a lipstick is that it wears off just as quickly as the underlying product. This is not waterproof over a lipstick. It also has a slightly gritty feel from the glitter. I found the more I layered this product the more it settled into my lip lines and started to look too heavy and cakey. This was best as one coat only.
I think this is a fun product and probably best over a liquid lipstick for longevity and the most functional as far as waterproof capabilities. While it can be used over a more hydrating formula, expect to reapply it every time you reapply the base color. This formula was not for me and too bad as I adore the shade.
